An ICO file extension represents a type of graphics file specifically used for icons in Windows-based operating systems. ICO files can be black and white or up to 16-bit color, and range in size from 16 pixels square and up. Files of this type are stored in the operating system as PNG files, which minimizes their storage size. They can also be edited using a variety of graphics-editing programs. An ICO file is really two separate bitmaps combined: One called an AND bitmap that contains a mask that determines which part of the icon is visible, and the other called an XOR bitmap that contains the icon, which gets mapped onto the mask. ICO files are similar in structure to CUR files, except with some minor differences in the header ID.
